Shipping from Singapore to Europe: EU Customs, VAT & IOSS Guide
April 2026 · 7 min read · Europe
Delivery Times to Europe
- FedEx International Priority: 2-4 business days to major cities (London, Paris, Berlin, Amsterdam)
- FedEx International Economy: 5-7 business days
Western European cities generally receive deliveries 1-2 days faster than Eastern European destinations.
EU Import VAT: The IOSS System
Since July 2021, the EU introduced the Import One-Stop Shop (IOSS) system:
- For goods valued EUR 150 or less: Sellers can register for IOSS and collect VAT at the point of sale. The shipment then clears customs VAT-free, giving the buyer a smooth experience.
- Without IOSS registration: VAT is collected from the recipient at delivery, plus an administrative handling fee from the courier (typically EUR 10-20). This creates a poor customer experience.
- For goods valued over EUR 150: Import VAT and customs duties are always charged at the border, regardless of IOSS registration.
VAT rates vary by EU country: 19% in Germany, 20% in France, 21% in Netherlands, 25% in Sweden.
Customs Duties
The EU applies the Common Customs Tariff to all imports. There is no customs duty on goods valued at EUR 150 or less. Above EUR 150:
- Electronics: generally 0-3.7%
- Clothing: 6.3-12%
- Footwear: 8-17%
- Cosmetics: 0-6.5%
Singapore does not yet have a completed FTA with the EU (the EU-Singapore FTA covers trade in services but goods tariff reductions are limited). Check specific HS codes for applicable duty rates.
Key Differences by Country
While EU customs rules are harmonised, some practical differences exist:
- Germany: Very efficient customs processing, but strict documentation requirements
- France: Occasionally delays shipments for additional security screening
- Italy: Customs can be slower, allow extra 1-2 days
- Netherlands: Fast customs clearance, major FedEx hub in Roissy
- Spain: Generally smooth but occasional delays for parcels from Asia
Tips for Shipping to the EU
- Consider IOSS registration if you regularly sell to EU consumers. It dramatically improves the customer experience for orders under EUR 150.
- Include EORI numbers for B2B shipments — EU businesses have an Economic Operators Registration and Identification number.
- Write descriptions in English. All EU customs offices accept English documentation.
- Use accurate EUR values. If your invoice is in SGD or USD, customs will convert using the daily exchange rate. Consider invoicing in EUR to avoid conversion discrepancies.
- Note that the EUR 150 threshold is per shipment, not per item. A shipment with 3 items worth EUR 60 each (total EUR 180) exceeds the threshold.
